Biography

Evan grew up in Leavenworth and is a fourth generation resident of the Wenatchee Valley. Evan obtained his CPA license and practiced public accounting in Seattle prior to obtaining his law degree and moving home and joining JDSA in 2011.

Evan serves as lead counsel to many of the region's top businesses, ranging from developers and technology companies, such as Salcido Enterprises, to wineries, distilleries, and breweries, such as Icicle Brewing. Evan also serves as lead counsel to Douglas County PUD, working primarily on hydroelectric matters on the Columbia River that drive the region's economy through this low-cost, renewable power supply.

Evan's background in accounting brings a valuable skill set to his practice that most lawyers cannot bring to the table. This background helps Evan see issues the way his clients see them, rather than from a purely legal perspective. This background helps Evan find practical solutions to clients' challenges that ultimately add value to his clients' businesses.

Evan advises clients on all aspects of corporate and business transactional law, tax, estate planning and real estate, as each of these areas are critical to his clients' businesses and families.

Business Structure Matters:

  • Choice of Entity and Business Formation
  • LLC Agreements, Buy-Sell Agreements
  • Tax impacts on transactions
  • Business acquisitions and sales
  • Succession planning, including estate & tax planning
  • Financing and lender transactions
  • Negotiation/Dispute resolution

Real Estate Matters:

  • Purchase and Sale agreements
  • Capital gains/tax planning
  • 1031 Exchanges
  • Leases
  • Easements
  • Negotiation/Dispute resolution

Evan served as a member of the firm's management committee from 2016 to 2020, which has helped him become a better business lawyer. As he has worked on matters for his own business, he has a better appreciation for the day-to-day challenges facing his clients.

Family History Note:

Evan's great-grandfather, Dr. Russell T. Congdon, moved to Wenatchee in 1909. Fresh out of Harvard Medical School, Dr. Congdon accepted a position with the Washington Department of Health with the charge to identify the cause of Wenatchee's typhoid epidemic. Following his investigation and report, he applied for a grant and helped Wenatchee build its first sanitary sewer system, which solved the typhoid epidemic. Dr. Congdon then raised his family in Wenatchee and practiced medicine in the valley with his two sons, Gordon and Russell. Evan's children are now fifth generation Wenatchee residents. Evan's dad, Terry McCauley, practiced law in the Wenatchee Valley for forty years before retiring in 2011.

When not practicing law, Evan enjoys spending time with his family, playing tennis, and hiking in the Cascade Mountains outside of his home town of Leavenworth.
