Cannabis Harvest Notification Policy in Oregon

ATTENTION OUTDOOR GROWERS

September 1, 2018 – Oregon has become the first in the United States to implement a new policy requiring growers who farm recreational cannabis outdoors to notify state officials before cannabis can be harvested.  This new requirement is the latest effort by Oregon state officials to ensure legally-grown cannabis, in Oregon, is not transported out of state or diverted to the black market.

This new policy does not apply to indoor recreational cannabis growing operations or medical cannabis growers.

What Does This Mean?

  • Reporting:  Outdoor cannabis growers must notify the Oregon Liquor Control Commission (OLCC) by 9am — on the day they plan to harvest — by entering the plan into the Oregon Cannabis Tracking System (CTS).
  • Site visits:  State officials may then visit the grow site on harvest day to perform a plant count and package count, and compare what is entered in the tracking system.
  • Compliance:  Although a visit from the OLCC may not take place during each harvest, this new policy is expected to provide an incentive for growers to follow the new notification rule.
